Singapore and Malaysia from the Philippines: A 2027 Agency Guide

Travel DMC's own branded vans lined up for a group transfer in Singapore
Short answer

Philippine passport holders don’t need a visa for a holiday in Singapore, Malaysia or Bali. Each country has its own online arrival form, filed in the three days before arrival: the SG Arrival Card, Malaysia’s MDAC and Indonesia’s All Indonesia declaration.

Most of the work is on the Philippine side. Every traveller settles the travel tax (PHP 1,620 in economy unless reduced or exempt), registers on eTravel within 72 hours of the flight, and clears the Bureau of Immigration with a passport valid for six months and a return ticket. Children travelling without a parent and government employees need extra papers, best caught at the time of booking.

Selling Singapore and Malaysia from the Philippines should be easy: under four hours in the air from Manila, no visas, and a road link that turns a city break into a two-country trip. What slows Philippine groups down is rarely Changi or KLIA. It is the travel tax nobody paid, the eTravel QR code that won’t generate, or one traveller held at secondary inspection at NAIA while the group boards. This guide is for agencies building 2027 programmes.

Entry rules for Philippine passports

DestinationVisaArrival formWatch for
SingaporeNot needed. The permitted stay is set on arrival and shown on the e-Pass that ICA emailsSG Arrival Card within 3 days before arrival, counting the arrival day. Free on the ICA website or MyICA app, with group submission for up to 10 travellersSince 30 January 2026, ICA can tell airlines not to board passengers who don’t meet entry rules, such as a passport with under six months’ validity. The problem surfaces at check-in in the Philippines
MalaysiaNot needed for a stay of less than one month, under Malaysia’s rule for ASEAN nationalsMDAC, from 3 days before arrival. One person may fill it in for another, such as a parent for a childGroups coming by coach from Singapore file it while still in Singapore
Bali (Indonesia)Not needed for up to 30 days, which can’t be extended. Passport valid 6 months from entry, plus a return or onward ticketAll Indonesia declaration, up to 3 days before arrival. One form for immigration, customs, health and quarantine, with a QR codeBali’s levy on foreign tourists is IDR 150,000 per person. Pay it before the flight on the official Love Bali site or app

Two Singapore rules should reach every traveller. Vapes are illegal: a visitor caught with one is fined and loses it, and a repeat offender is banned from returning. And there is no duty-free allowance for cigarettes. At Changi, visitors aged six and over use the automated lanes without enrolling, while families with children under six use the wider Special Assistance Lanes together. The rest is in our Singapore arrival rules for tour groups.

Before the group leaves the Philippines

No DMC at the other end can fix this part for you. Run the steps in this order, because each one depends on the last.

  1. Settle the travel tax. TIEZA’s full rate is PHP 1,620 in economy and PHP 2,700 in first class. Children from two years and one day up to their 12th birthday pay PHP 810 or PHP 1,350, and infants aged two and under are exempt. The reduced rate and the exemption are both applied for through TIEZA, and an online application only works if the flight is at least a day later. Some airlines ask for the tax during booking and some leave it to the passenger, so check each fare breakdown before anyone pays TIEZA separately.
  2. Then register on eTravel. Every departing Filipino registers, free, on etravel.gov.ph or in the eGovPH app, within 72 hours before the flight. Cebu Pacific’s help page says that since August 2025 the travel tax must be declared and paid before eTravel issues the QR code, which is why the tax comes first. The BI keeps warning about look-alike sites that charge a fee, so send travellers the official link.
  3. Check the documents for the counter. The BI’s list for a regular tourist: a passport valid for at least six months, a visa if the destination needs one, a confirmed return ticket, the boarding pass and the eTravel registration.
  4. Be at the airport three hours before the flight. That is the BI’s own advice, and it matters most over Holy Week, Christmas and long weekends.

Secondary inspection. The BI’s stated position is that regular tourists need nothing beyond those documents, and that only travellers referred to secondary inspection may be asked for more, where the officer sees red flags or a mismatch between the documents and the purpose of travel. The departure guidelines on its website list what is weighed there, including age, educational attainment and financial capacity, and a traveller found misrepresenting the purpose of the trip is not cleared to leave.

An agency can’t sit in on the interview, but it can make sure the paperwork tells one story. Give every traveller their own copy of the return ticket, hotel vouchers and itinerary, with names spelled exactly as in the passport. A tour leader holding the only copy doesn’t help someone at the next counter.

Catch these at the time of booking

A child under 18 travelling without a parent or legal guardian, for example with grandparents or a school group, needs a travel clearance from DSWD. Government employees need a travel authority from their agency, even for a personal holiday. Get both before the tickets are issued.

Routing Singapore and Malaysia from the Philippines

Manila has the widest choice, with several nonstop flights a day to both Singapore and Kuala Lumpur, at three and a half to four hours in the air. Cebu has nonstops to both cities, and Clark to Singapore. Smaller routes change by season (AirAsia’s Malaysian arm took over Cebu to Kuala Lumpur on 25 October), so check the schedule for your travel month.

Our default is an open-jaw ticket: fly into Singapore, go to Kuala Lumpur by road, fly home from KLIA. Nobody backtracks.

5 nights · first trip

Singapore and Kuala Lumpur

Singapore 3NKuala Lumpur 2N

Coach to KL on day 4, five to six hours on a normal weekday, with everyone off the coach at both checkpoints. Genting Highlands works as a day trip on day 5.

Suits families and Holy Week short breaks.

7 nights · beach finish

Add Langkawi

Singapore 3NKuala Lumpur 2NLangkawi 2N

Same start, then a short domestic flight to Langkawi and home through KL. Island hopping, the cable car and a beach hotel after five nights in the cities.

Suits honeymooners and repeat visitors.

6 nights · city and island

Singapore and Bali

Singapore 3NBali 3N

Fly Singapore to Denpasar on day 4, then home from Bali or back through Singapore, whichever fares work. Add the All Indonesia declaration and the Bali levy to the checklist.

Suits couples and incentive groups.

The coach is the leg that needs most planning. Friday evenings, weekends and holidays at the Woodlands Causeway or the Tuas Second Link can add two hours or more, and Good Friday is a public holiday in Singapore too, so a Holy Week coach on the Thursday or Friday can run into Singapore’s own long-weekend traffic. The timings we plan with are on our Singapore, Malaysia and Thailand circuit page.

Peak dates for 2027

Frequently Asked Questions

Do Filipinos need a visa for Singapore and Malaysia?

Not for a holiday. The Philippines is not on Singapore’s visa-required list, and Malaysia doesn’t require a visa from ASEAN nationals for stays under one month. Both still require an online arrival form.

Is the Philippine travel tax already in the airline ticket?

Sometimes. Some airlines collect it during booking and others leave it to the passenger, so check the fare breakdown before paying TIEZA. Since eTravel now asks for the tax before issuing the QR code, find out before the eTravel step, not at check-in.

What will immigration at NAIA ask a tourist for?

The BI lists a passport valid for at least six months, a visa if the destination needs one, a confirmed return ticket, the boarding pass and the eTravel registration. Further documents may be asked only at secondary inspection.

Can one person file the arrival forms for a group?

Partly. The SG Arrival Card takes a group submission of up to 10 travellers on one trip, so a group of 25 needs three. Malaysia’s MDAC can be filled in by one person on behalf of another. Everyone still clears immigration in person.

Is the travel tax being abolished?

Not yet. The House approved abolition on 16 March 2026 and the Senate aims to pass its version by the end of the year, after which both chambers must agree a final text. Until a law takes effect the tax applies, so keep it in quotes and check again before 2027 departures.
